The MERLIN Time Allocation Group of the Panel for the Allocation of Telescope Time met on 3 December 1996 to consider 38 proposals for semester 97A (1 Feb 97 to 1 Aug 97). Proposals were received for both L-band (1.3 - 1.7 GHz) and C-band (4.5 - 5.2 GHz) since the changeover from L-band to C-band occurs during March 1997. For efficiency of operations, those proposals at C-band which were allocated time, will be scheduled along with the proposals for semester 96B. Given that MERLIN will operate at C-band for the first three weeks of semester 97A and taking into account the time required for the changeover to L-band as well as two VLBI sessions, the amount of time available for MERLIN L-band observations was limited. The available L-band time was oversubscribed by a factor of more than three. Time was awarded in the following categories: A: Highest priority -- Observations are not guaranteed, but in the past all or almost all of the observations in this category are usually completed. B: Lower priority -- No commitment is given to complete observations in this category, though a significant number are usually observed. For certain projects, this may include observations with a subset of the MERiLIN array. C: Fill-in -- Short observations of a few hours duration for projects in this category may be used to fill scheduling gaps in the A and B programme.
